Levels can be used for perks, classes can be made from specific requirements.

So i've mistook your suggestion, you mean to have it at potentially every level being able to gain skill (up to 10%) through use of it?

Then this potentially means a large proportion of the player base and combat alts no.1~2133654 will just grind it out or as surf has stated in an earlier post, set up bots to do the hard work for them just to get that extra edge in combat.
Yes, it could add the problem of bots, but after all EVERY thing is abusable somehow.

Never played Ultima, i took the idea from TES.

IMHO(just thinking about, not real suggestion): This system will produce bots, less real players will be ingame. But maybe adding "bonuses" to skills which u r used much and "penalty" to skills which u want to raise but never used. And drop xp from killing and give more xp from quests. Ofcourse only when there will be enough uber quests.

I think the problem is that there arent too much quests right now. The only true way to obtain exp is fighting. Actually FOnline became something like, as said in another post, a "2d shooter", so the only builds that are seen thru the wastes are combat (big guns and energy weapons are devastating for anything and anyone), and the crafters are used mainly for makin money. But thats another topic...

Don't see a need for this , why the hell do you want to make this game some runescape ?

I mean what is the point of this how this is gonna help or improve something , anything ? Otherwise than devs gotta hell of a lot more work ?
