"Friend list" was here some time ago, called "NameColorizing.txt" file in game directory. It was disabled for unknown and mysterious reasons, no chances it's gonna be enabled again, so don't even try.

And what "chat" are you talking about? You can write "trololo your momma xD" after pressing Enter, what more is needed?

probably means an in game feature allowing you to have private convos with said "friends" but what's this?? we havent invented the radio so we must implement this feature!!!

On a more serious note he probably hasnt explored the game enough, that or doesnt like the fact that omg i need to carry a radio so i can have private chat with my friends who need to also have radio and also be on the same frequency and also needs to be a frequency that nobody else is going to eavesdrop on!!!

Yes, I dont like the idea a chat system, unrealistic id say, best use radios instead, it offer more possible interactions with other players, by allowing spying on frequencies for exemple.

There's already chat system, called 3rd party program, and everyone, who wants to communicate with each other, use it. Radios are really annoying as they have heavy weight + you can't talk on radio when dead or after death, because it won't be in your inventory anymore, while any chat system doesn't require heavy item in inventory, it always works, you can not only type, but also use voice. Radios are just for signal and nothing else, noone ever will use them seriously for communication, radio chat system is like cap after using beer/nukacola, it's just cosmetic thing that doesn't change gameplay.
