Should be a few
DUDE THAT IS SICK!  The red highlighted.  Besides idea ever.  This way you can have 150% sneak and you have to wait till dark to use the character, and have 300% sneak skill.  And your build won't be TOTALLY consumed by it.  But   Who thought of that idea specifically?  Deserves a gold medal.

Not quite. The perk means the bonus from darkness gets doubled. If you got a bonus of 60% in the dark, then you would get 120%. (however dark conditions don't work on the engine yet, hense the red :()

There will be a lot more situational boosts for sneak however - so you won't need to consume your entire build (and it shouldn't be like magical invisible people running around either). Like I said elsewhere, trying to get a lot more things usable without having to build a specific build for it.

I think its not a good idea... For example its sure you will see a lot of sniper sneak, wow poor BG... And really WH dont need any nerf, its good like it is, why u want to nerf it just for possibility to take it at lvl 3 ? If the idea is to transform a good perk in useless perk, yes its the good way...

I think its good to have more options in each level. Current lvl 3 options are toughness, awareness and stonewall. And how its useless a perk that saves 2 special points?

About Dead Man Walking perk, it will only increase your negative hp limit? if yes, i think it will be a very situational bonus and no one will take it. Maybe can be merged with other perk like adrenaline rush, lifegiver or faster healing.

Night person perk will be a replacement for ghost or ghost will be different?

WH isn't useless. As said its 2 special.

Ghost is there.

Dead man walking will be taken, it comes from a different allowance than the combat perks, so there's no direct competition

Weapon Handling is the best and worst thing I have heard all age...

THIS WILL BE A MUST-HAVE PERK FOR EVERYONE at level 3.

EVERYONE WILL TAKE IT.

ALL BUILDS WILL HAVE IT.  (Cept "Maybe" crafter builds)

It'd be fun to have because it means better build but it is horribly imbalanced.

I don't think so, plenty of people will prefer the other ones there.

I don't think so , why should I take AP while Nuka cola and Jet gives me same and even better bonus? Ill take some other perk and the same will do other junkie players. But you see that there are alot of players who actually take Action boy , whats the problem with weapon handling giving only 2+ str , how can you even judge how good or bad it will be if you don't know all the other changes.

Action boy is the same as 2 agility , there is heave ho 2 str check , why should Weapon Handling stand out ?

It's called balance.
