BoS needs to hold their ammo in their off-hand, by the way.  Sick of hearing about how much can be stolen.
Then leaders should have the ability to tell their followers to hold their ammo in off-hand as well.

Im ok with 20% Strength penalty, maybe can be raised to 25%, but not more. Bonus for have more than the required strength is not needed.
I think weapon handling need a nerf, it gives 3 special points for most builds. It should give 2 ST points, or have a minimum ST requirement of 3-4

The EN part was suggested before, and i think that can be good to improve the medic role because it will give more chances to "resurrect" unconsciousness people. i think 5*EN should determine the amount of negative hp a char could get before dying.

CH suggestion sounds interesting to improve this atribute. But it may require some changes in the protection system to not be abused.

I think low luck should increase the chance of a critical miss. i dont know what is the base chance of critical miss but it may give: base-3+LK/2. So a 1-2 LK char will have 2% more chance for critical misses and a 9-10 LK char will have 2% less chance.

Low IN chars should have some limitations, but the hinkley IN requirement would be removed (it can be bypassed anyway if a friend ask for the weapons for you)

Enclave/Unity will be hostile.

Nooo! I wanted to join the enclave! I'm ok with Unity however.

I mean they won't be able to be left there. If you are on the map with them it'd still work.

Having said that, I have never looked at how quickly they mine - so there may or may not need to be some adjusting of that rate.
for 30+min they have like 15-18 hq minerals at each slave, for 1 + hour they have 21 each and stay at place.
and each slave have different mine work ability.
but they often get robbed or killed, if u live them for long time.
never test at low quality iron / minerals.

Yes, I wanted this, but I think the compromise reached was a perk which doubles the range (Dead Man Walking)

I'm only talking about the encounters, you'll be able to join them.

"Bambi, thanks, I think I'll need to test it at some point.

Just explain to me: why would Enclave or Unity be hostile? I see no story-based explanation for this besides making it harsher and more annoying for players :F

Ah, so it made no sense storywise either in FO2 that they were hostile?

Enclave is supposed to be a super-secret military organization.  I would think that turning anything they see in the wasteland to goo to prevent them from spreading word of the 'big, black uber-soldats in the western mountains' would be in this line of thought.

I remember this Frank Horrigan encounter from F2, they didn't attack me back then.

It was a "cutscene". Enclave Patrolmen all around Navarro attack you on sight.

"It should give 2 ST points"

Well, so it doesn't have any interest anymore, more interesting to remove 2AG and get an action boy, or 2 EN and get a livegiver. Because it's same result except you loose much of carry weight instead of 2 useless AC. So "bye bye weapon handling" and "bye bye gauss powerbuild".
