Tag outdoorsman if only you have SS, also 231 SG without doing aimed shots is... strange, I don't think you need so much.

Btw, I don't know if it was said somewhere, and how much time it was like that, but I noticed in only yesterday: 1st 4 hexes counted as 1 and you have the same % to hit as in point blank, like in Fallout Tactics and may be Fallout1/2, can't remember.
So, One-Hander = ST lack, so ignore both.
P90C = (PE-2)*8 = 4*8 = +32% to hit with you PE.
Max bursting range is 25 hexes, so 25-4=21. 21*4 = -84% to hit.
BA = +20 AC, 10 AG = +10 AC = -30% to hit, -35% if target is CAmk2.
Always 95% to hit = -95%.
32-84-35-95 = -182% to hit with 0% SG skill, so you need to have 182% SG skill and you'll have 95% to hit uncalled shot on 25 hexes to target in CAmk2 and 10 AG.
231% SG is too much, make it if only you're going to do aimed shots, but with 6 LK and with no Better Criticals perk it's not so good idea.
Also outdoorsman sux, it won't help you in combat.

Jet kills CH, everytime when you'll be "flying" you won't be able to move on WM with merc/dog so he'll be stuck to one location.
You can make 150% FA and 110% Doc and get Doc3 prof and craft yourself superstims, buffout, mentats and psycho, so high IN can be used if you don't know where to put those points, or simply put them into PE.
