I don't think a weapon's usefulness should be dependent on armour bypasses. Nor should most armours be so incredibly resistant to energy. Why would the governments of the world produce weapons that were weaker against armour than conventional guns?

Quicker "fix" might be to change the ammo, SECs and MFCs, so all energy weapons can use them:1 handed - 1 cell per shot2 handed - 2 cells per shot (super cattle prods/mega powerfists already have this mechanic so its built in)SEC - 1/1 dmg, 0 AC, 0 resistMFC - 1/1 dmg, 0 AC, -30% resistLasers should also get the accuracy perk IMO.
