i would say the spy shit would be bullshit aswell if it was to happen there should be a way to kinda figure out someone is following them but the other commands are good

Agree.

I wouldnt support the "spy" and "trade" function. Reasons are already given and i would add that a trading command would occupy the vendors almost all time so that players dont got a chance to talk to them anymore.

The commands we need is "never, never, NEVER ATTACK whatever is happening" and "never, never, NEVER attack gang members, whatever is happening"

Also agree. Kind of annyoing that your merc is shooting at rats with rockets for example and also it's sometimes a big problem in bases.

Would be great if you could tell the merc all people he shall not attack. We could use the "say" function for that.

I would rather go vice versa and support an option that you can tell him certain player names which he shall/can attack. Of course if a "NEVER ATTACK!" command is set it should be highest priority.
