Changes that will improve the gameplay

Here's an idea, make an IN requirement to even use books (8 for example). If the stat requirements are "bent" to be incompatible with the current PVP builds, only hybrids and PvE players will want to use them.

Bad idea, it wont change anything.
If You rly want some IN requirements, it could be like that:
With 1IN You gain 1-3% skill per book.
With 2IN + 2-4%,
3IN + 3-5%,
4IN + 4-6%,
5IN + 5-7%,
6IN + 6-8%,
7IN + 7-9%,
8IN + 8-10%,
9IN + 9-10%,
10IN + 10%.
If you have more IN then it meen that You are smarter so You have to spent less time to learn the skills.
This way is much more player friendly.

This sounds pretty cool. However I would change it a bit. When reading a book you would gain certain amount of skills points that are automatically spent on the skill that book boosts.
To make it more clear: You read a First Aid book with 8 IN, you wouldn't get direct increase to your First Aid, but 8 SP that are spent on First Aid. Meaning that when you have more than 200% FA, your FA would be increased by 1 (over 200% skill increase costs 6 SP, remaining 2 SP would be deleted or maybe stored for next book use). And if you have less than 100%, your FA would be increased by 8 and so on.
This way it doesn't really matter when you read books.
e. Of course this would require "gainedSP = IN+5" or something similar to keep it fair for characters with 1 IN.

How 'bout you only get a skill boost from a book that is in your inventory. You carry that book and you get a slight skill boost. You go out without the book(s), you do not have them as reference when you need them - no boost.
Also books take damage over time as you carry them and become unreadable (beyond repair).

I dont think it will change anything, 100% in one skill wont do much, better to make 300% alt. It wont hurt the gameplay, but I prefer this solution:
Cumulative temporary 100% bonus to skill per book, while books being quite cheap, would have better effect on alting.
They can be read or carried just like Marko proposed.
Dont tie it to any stat please.
