How about Master. He could walk around with floater guards. Wait, he can't walk... hmmm nvm.
Let's be serious. It's Hub. No. FOCKIN. Enclave. And no Supermutants. They don't fit there.
First of all: Please don't rush. Wait for town description/setting. Project will not start soon.
All I can say for now how it PROBABLY will look like: there will be 2 kind of player characters in Hub:
Crowd Characters and Story Characters.
For Crowd Character it's enough to be described as "tough guy with bare torse" or "cheerful kid",
or really to just not break project rules. Story Characters will require more conceptual work from
players and will be treated differently by GMs. To put it simply: Crowd Characters will be like
background actors in a movie. Story Characters will be like main cast.
Crowd Characters shouldn't be
directly harassed by GMs as long as they will stay in background
of events and won't do anything spectacular or significant - just socializing, trading, hunting, etc.
Story Characters must be ready that unexpected things can happen to them anytime and that
they may be used to unfold some important part of Hub story (for example characters controlled
by GMs will contact them). They should be also ready to cooperate with GMs in some things.
Of course Crowd Characters can try to jump into the events anytime, but they will never get that
much GM attention, simply because GM won't have much information about the character, and
because story characters deserve it more.
Typical 2238 char visiting hub to trade, take perks etc would be Crowd Character.
Character with nice RP description or running some project in town would be Story Character.
