Edit: I also think Junktown being closed at night is crapping out Companion AI. I saw a living companion standing where the gates normally were, he responded to dialogue but never moved anywhere. RIP Roland 'Lightinin'' Bennett.
Looks like I'm that bad guy. Created some alts to oversee a few known companion spots. Already asked a gm/dev if its okay to do so. Certainly i wouldnt do it if it was against the rules. Everyone got the posibility to do the same and i already saw some other people doing it. As a matter of fact i dont even take every traveller i spot. Took only one of the last 4 i have spotted. I just observed the behavior of 2 travellers to see what they are doing if not taken and for the last one i even shoutet out his presence in hub/ncr for people who are willing to take him. Guess what? No one showed up for about 20 minutes. And this was at rush hour. Couldnt believe it. Eventually another spotter droped by and took him.
About the observation: Spotted a traveller in the small bar in junktown. After about 40 minutes of roaming he just despawned right in front of my face. About 3 Minutes later a new traveller droped by in the same place with a better armor and more hp. So i got the conclusion that if not taken, a better one will spawn. After another roughly 40 minutes the second one despawned as well, but no new showed up. It was nighttime at that point and junktown closed so i dont know if that was the reason or if the second spawn was just blind chance.
I was rather disappointed about the despawn. It decreases the already small chance to get a traveller.
Thats why i would desire a traveller location hint system like already suggested, or just a better spawnrate/always at least one traveller active somewhere.
Btw: I had to die 3 times for the last of the 4 mentioned earlier. Some gang "closed" Den and called it a "military operation". Was lucky that they didnt notice the traveller in beckys casino. Was really tough to get him, so dont blame me too much
