A few small suggestions.

VALVe doesn't accept games that make absolutely no income even if it is free to play (see TF2 - the game is free but you can buy items and stuff for real money). As donations purely go to the server maintaining that doesn't count and this game will no way be added to Steam. Also, we might have some problems like no fancy launcher. However, this could be a good way to get rid of alts - one Steam account is one FOnline char.

Technically, within a wipe or two they planned to link characters to forum accounts, so no need for steam.

It doesn't matter much, because as I stated previously, FOnline is not going to get on Steam due to VALVe's dumb moneymaking system.

I don't think that is correct. There are plenty of free games that are available on steam, Games that have no microtransactions taking place. I.E. not making any money. I'm pretty sure it is a possibility provided that Steamworks can be successfully integrated in.

That "dumb moneymaking system" Is what pays for all the services Valve provides. It's actually very intelligent.
