If you are in an npc faction and encounter them and another player who shoots you first, will the npc faction attack the other player_

Asking this as this was how it worked pre-wipe with VC encounters. It doesn't seem to work with at least 1 type of npc faction encounter this type.

Well when an NPC faction player gets killed by a PK,the PKs rep with that NPC faction goes down.

How much Charisma do you require to become a slaver? Is Charisma 3 +Mentats sufficient?

there is no ch requirement for becomeing a slaver. thou there is a int requirement of 5 int.

Sorry, but that didn't answer my question.
Pre-wipe when a VC member attacked another VC member in a VC encounter while both had positive rep with VC, the attacker got killed by VC patrol.

Guess I have to test this myself somehow with VC or Enclave.

I beleive they would stay in the location you left them in.
