The theif should have to steal the key, to drive the car, THAT is a viable option.How about putting these thieves to the test.1.Enter sneak mode and remain undetected. (Good luck with all those guards watching ur grubby little hands)2.Successfully steal the key.3.Drive off in car.Only trunk should/can be lockpicked.I highly doubt any of these thieves hav a High repair or science, which would be needed if hotwiring was possible.Edit:This would make thieves actually pick their targets, instead of just wazlting up, and how's your mum?Ox.
The knobs suggestion is a convenient excuse to ignore realism and justify "moar wasteland is harsh".
To be at least somewhat successful as a thief you need roughly 220 steal minimum.From what I have been told for sneak you need at least 250 minimum.And you want to add repair or science too to that mix?I highly doubt that's possible even with 10 IN, skilled trait and educated perks.
Realism as in MFC and SEC to fuel a car?Not to mention, BA, CA, plasma rifle, laser rifle, respawns, stims, ...Booze or alcohol would be more realistic to fuel a car.

Thief does not need sneak at all. It's a stupid suggestion.Thief plays on your weakness and lack of attention. Like in real. Do we have ninja thiefs? I doubt.
