I had the same encounter...I couldn't found the hole on the ground,I tried to lockpick the car for  30 min than a GM said there is a key as well...Of course i was ran out of ammo so i had looong TB turns in the server...

Anything you hear with "10 LK" or "10 PE" is all player rumour with a combination of placebo effect, and may or may not be true, most likely is not. What devs say that is that it can happen on any tile, and JovankaB said that having high-tier equipment can help, though I'm not sure if she meant that it just helps kill the enemies, or if it helps actually find the encounter.

Special encounters can happen on many tiles but they can't really happen *everywhere*. For example on water tiles they can't happen. But there is more to that, it doesn't take much thinking to realize that some encounters simply don't fit on some tiles if you just look at the encounter maps and how they look like. About equipment, I only meant that in the car encounter it can help with enemies, doors etc.

This did not confirm or deny ANYTHING... this post was entirely repeating things that have been said but not confirmed... What was the purpose?
