I think 3rd level +5% More Critical must be the most overrated perk in this game.It makes difference less than 1 / 20 times you shoot (in exactly 4.75% cases you fire at someone).It's nowhere near the usefulness of 2 special points from weapon handling.
Perk acting as 2 special points is balance. That's how for example action boy, shaprshooter and 1st lifegiver work.
Irrelevant. Perk changes can be (and should be) made along with server wipes.

point of this topic should be about add better perks on 3 lvl or upgrade correct perks not to nerf it
Id move it to lvl 6 perks and leave it as +2. Sharpshooter is a bit better than wh, because it can go over 10. Gain perks should be available from 6, if not from lvl 3.
