IMHO there should be no cooldowns, BUT crafting should be made this way, that you just can't bring 100000 HQ in no time. Maybe those mats would be much heavier, so you would have to take like 2-3 HQ at a time (that is if you are strong)... Or something. At least it would decrease amount of mining alts and other bullshit.
I would just prefer it to be 'real time' consuming, not just stupid timer (but then it shouldn't be overdone. Not TOO MUCH of time consuming, coz then it would be even more pain in the ass ;p )

Rats value was $0, so they wouldnt have had one. But encounter timeout is no answer - if they are appropriatly difficult then theres no need for a timeout.

this was not about cd whine.... this was about makin it harder to get something "usefull" x amounts harder. So good items are really valuable and not like "meh i got 10 rocketlaunchers from last unity farming no problem if i loose one, this evening ill get 10 new"

Indeed, even if it's very comfortable to me, I agree that farming gives too much and crafting is pretty useless. These should be balanced. Removing cooldowns on crafting would make it the other way as I see it, though. So - make the cooldowns smaller, hm?
