No, its different. This is an upkeep, rather than initial cost.

Closest analogy would be ammo cost/det rate of each weapon.

Well also consider that it wouldn't decrease the demand for the cars, unless there are any other reasonable ways of travel... (walking is not reasonable, and train is limited).

Just make the cars discoverable somehow and lockpicable, and it would be whole lot more funny :)
