Just don't go trying to steal them all at once :p Also in tents it's usually south west area.  Bases depends on base.  VC train station is up front, NCR ts, is to the right.  I don't know the others.

the best place to search for other players cars is in the squares outside necro and the squares near settlements in the boneyard. i've nabbed myself 3 cars by force, 2 from near the fortress and 1 near the church.

if you can't find their keys on the encounter map, don't fret. you should've come geared for pvp unless you're new to the game anyway. try to lockpick their car as often as you can. make sure you wait for them to come back. NOBODY leaves their car somewhere overnight and logs off. unless they're stupid and want to lose it, so you have no fear.

if you find a car, someone WILL eventually be coming back to it.

This car can be found when you, by yourself, enter in the map? Or need to be a random map with critter in it?

lootable cars appear at random in any city enc, mobs or not
