I think it is quite pointless to think about it in any other way than carefully considering the effects it would have on gameplay.
How this new build, BG sniper, would work? How should it work in a full team? How should it be different from SG sniper? Are 2 guns enough for a new class?
I suggest moving 14mm pistol to BG and adding a
Winchester Model 70 sporting rifle with
.458 Winchester Magnum chambering (suitable for large game hunt - centaurs

. Of course there would be the bozar, which is moddeled after the M82...
As for the combat performance, I things weapons in this class should cost ridiculous amount of AP to fire eyeshot (10 ap), but also do massive damage, maybe be the only weapons which could instakill. The ammo should be highly armor piercing (-DR). Their range should be same as for the weapons for the SG sniper build, but since the weapons are so unbalanced now I dunno if this is worth talking about.
I agree with DonGizmo that we should not be afraid to change the fallout skill layout, if we consider what the changes would bring, especially for lvl 21 PvP gangs who are those who care about combat the most...
