Sniper / Medic build please Help

Hello, since i messed up a little with my first toon im making a new one, please tell me what you think

Specials:
ST 5
PE 8
EN 4
CH 3
IN 6
AG 7 + 1 Small Frame
LK 7

Traits:
Small Frame
Good Natured

Skills:
Small Guns (47% + 15% from quest so i end up with more then without good natured)
First Aid
Outdoorsman

Perks:
3: Awarness
6: Bonus Move
9: Better Criticals
12: Living Anatomy (i will spend 26 points before lvl 12 in Doctor for taking it and with the perk i end up with 80 Doctor)
15: Bonus Rate of fire
18: Not Sure (or i can bring luck to 8 or maybe sharpshooter dunno yet)
21: Not Sure (same as before these 2 last perks im not sure)

Goal:
With 7 luck i should be able to crit on eyes for around 60% of times with better criticals for dealing big blows, i wanted to end up with 100 first aid, 80/100 doctor (including +20 from living anatomy) 180/200 small guns and outdoorsman as much as i can.

Question:
Any suggestion for the last 2 perks? i may raise luck to 9 or something else, not sure.

3 x more critixals, better criticals and brof are must for sniper. Not to mention sharpshooter.

Agreed...a sniper without any more criticals perk doesnt sound like a good idea. I would first of all trade bonus move for more crits. Then drop LK to 6, AG as well. Invest 2 points in EN and 1 in PE or maybe IN. You could also swap bonus rate of fire with another more criticals as i dont agree with avv here. Only usefull if you intend to use jet, without drugs you wont be able to get 2 eyeshots/turn with the sniper rifle anyway and also not with the 223 pistol.

If you want to travel through the wasteland and kill some critters I suggest this build:

ST 5
PE 8
EN 4
CH 3
IN 9
AG 6
LK 6

Traits:

Small Frame
Finesse

Skills:


Small Guns
First Aid
Doctor

Perks:


Awareness - Level 3
More Criticals - Level 6
Better Criticals - Level 9
Lifegiver - Level 12
Living Anatomy - Level 15 (You should have 90% Doctor at that time. With Living Anatomy you get +20% so you can make the third Doctor profession.)
More Criticals - Level 18
More Criticals or Medic - Level 21 (With the third "More Criticals" Perk you have a 79 - 88% chance to make a critical hit in the eyes)

Thats what the build would look like at level 21.

What? 6St + drugs is even worse. I dont think its usefull to rely on several drugs if you dont play in a gang or participate in tc or other sorts of organized pvp. And besides that your build offers absolutely no advantage over winstons build except maybe a few hp more.

There is no -30% damage....  It has more damage and even more critical chance. 88-94% eyes.

w/ 2 jets..
then 8 PE, or else 2nd Jet won't work on max and won't add +1 PE.
3 ST if you don't want to eat buffout, with x2 Jet it'll be 5 and you don't need waste a perk on weapon handling, also you can use 10mm pistol without any penalty at begin untill you become jet junkie. You can always earn drugs, but you can't spawn perks and SPECIAL points, so it's quite obvious that if you can raise SPECIAL in future, don't need to waste points on it at start.
