There is radio channel you can set at base. I saw suggestions about built-in radio in armor, what about receiver, that could only get signals from strong main radio-station at base but not from common radios (other nonfaction people could hear this frequency with radio), and it would be build in pipboy (not additional images or item) of each faction member, radio-station transmitting rights set by faction leader. Messages could be send through terminal at base or other option people with rights through usual radio but while thay present at base. I saw people who want to communicate and organize actions but dont want to use irc/icq/voice com and even forums and this could be useful for them.
