When I compare it to a BRD+minigun which is about +60dmg ;D
Then it's probably better to take Living Anatomy I guess.

You need the right profession level to craft armors, with exception of the leather jacket which requires some outdoorsman (think it's 40).

I've read that some weapons have a perk called "Armor Piercing", what weapons are these? Sharpened spear, Reaper, Magneto-Laser Pistol, some unarmed attack ...anything else?

What does this actually do? Is this like armor bypass with critical hits only on every single hit?  How does it work against Toughness?  How does it work with Finesse?

14mm and .223 pistol got it too, maybe some other.
It just divide your target's DT by 5 (when you score a bypass, DR ignored (so finesse don't count) and DT/5). Don't affect finesse. Like toughness give +2DT, it affect it by reducing the general DT.
