No, it don't work, only your basic SPECIAL is taken into account.

Most probably yes. Sometimes players stock items in there as a "secret" storage, though. ;)

I think it's +5 damage?
So instead of 70 - 125 damage with Improved Flamer, you'll deal 75 - 130!!
