Yes, i want to craft armor and get profession level 1. But is it possible to raise my repair skill just with the tool? So that i don't need to spend skill points?

Tool when hold in hand raises repair only for items repaired at that time. You can't get a profession by holding tool in your hand.

Like they can be poisoned, I guess they can be radiated too. So the answer is yes.

What's the purpose of militia? I entered Broken Hills when there wasn't any TC going on, current city owners attacked me and militia went batshit on me. So they are there to help with killing bluesuits?
