Seriously, there is no point or logic behind being forced into a nonhostile encounter except to waste time :-/.

I can understand Raiders but when you get forced into VC caravans or NCR over and over it just gets kinda ridiculous :P.
(That is if your neutral or better with them only)

less outdoorsmen means the risk of spending time in random places while you are moving on worldmap.
whether they are hostile or not.
while you are in that encounter everybody is able to meet you.
a big part of this game. you are not able to avoid that. its ok.

YOU CAN'T BE SERIOUS. His point is, like, TOTALLY valid. I know Broken Hills humans hate me, so encounters with them should pull an outdoorsman check on my face. Yet those ol' innocuous encounters should be skippable. It's realistic. You're walking around the desert and you see one of those monks jerking off. You say "Ah, it's just a dude... I'll leave him be". OFC, these "innocuous" encounters offer a possibility to another player to arrive and maybe do some massacrin'. Who would want THAT? I wouldn't. Skipping the encounter is the same thing as passing beside them NPCs without even sayin' "Hi".

There is a chance that in this innocuous looking encounter you end up in one of those secret cavel maps, with the bunch of neat stuff. We'll just assume that people skipping the encounter are aware of this.

Your missing an important point... you have to see him to avoid meeting with him... maybe you didnt, so you just ran into him... bazinga... ;)

for example you enter that vault city caravan because you haven´t much outdoorsman.

you think: "damned why that nonhostile encounters not skipable? they don´t hate me. also they don´t attack. fucking waste of time"
and then, what a surprise;
a very ugly wastelander holding a minigun comes in, the caravan realy realy hate him and start to fight against. (in best case tb starts)
and he think: "yessss!!!! nowwww i got some loot and one of these cute blueguys hahahahaha"

end of story.

What I know, everybody is able to meet you in encounter, but only if you are staying in encounter for longer time. Isn't that true?

There's two ways imho.

Way #1. Make the caravan encounters (if you're not vilified) selectable.

Way #2. Give the merchants more stuff. It was funny when merchant wanted to sell me only 9mm ammo. O.O

Implementing NPC Caravan should solve this problems - f.e. when you travel with caravana (of course not for free) you should miss every encounter on your way, but caravana should move only from city to city.

First of all we need an automatic "skip encounter" for people who have enough outdoorsman to avoid the encounter (instead of constantly clicking Escape).

But we could think about another feature to avoid non hostile and useless encounters.
It could be a menu in Pip-Boy with some settings like :

- With enough outdoorsman you can choose what non-hostile encounters you want to avoid (caravans, NCR, VC, etc.)
and
- Depending on your level (not depending on your outdoorsman) you can choose what hostile encounters you want to avoid (being constantly stopped by Ants when you are level 21 is useless and boring).

So in the settings it could be a combination of both ideas :
* Hostile encounters ( by level)
*Non-hostile encounters (by outdoorsman)

And who might these be? Fast travelling trade/taxi alts. Anyone who puts over 200 sp in outdoorsman can forget being effective in pvp or crafting.

Sure, but nerfing or not nerfing Outdoorsman is not really the subject of this topic :)
And I'd like to add that every change or new feature usually need to be balanced a little.

Pozzo, if someone would have 200+ outdoorsman and he mark this option for "missing encounters" how you think he would get into the special encounter?
Leave encounters as they are - they're part of this game as someone said before me.

Are you too lazy to watch your screen while traveling on the World Map? Stop playing this game! It's not for lazy boys (and girls too)
