Make nonhostile encounters skippable with any outdoorsman.

Surf:
Fact is - Outdoorsman is way too fast. Slow it down.
In comparion to metagaming (buikding up alts to make "taxis" which is ridicolous),
nerf the speed of outdoorsman dramatically, also tighten the speed and the usability of the trains.
If players sped, even with 200% outdoorsman is just 1/3 of the trains speed I am sure more people will use it.

As said, slow down Outdoorsman dramatically. You basically travel through parts of Arizona, California, Oregon, Nevada  and even parts of Mexico!
This can't be done via minutes of travelling, travelling from city to city should be a HARSH QUEST, not only  a matter of waiting.

Hey, that faction is trying to take over Klamath! Let's get our faction together to fight them. Oh... but wait... it will take two whole hours to get from Modoc to Klamath, by which time they will have already taken the town from us. Pity.

As for the suggestion: No, because it is already easy enough to press "escape" when the option menu comes up, and if you have the low outdoorsman, that's the price to pay for having good other stats.

I find a lot of relief when I encounter an NCR caravan and they actually don't attack me, and you can just quickly run away.

This only makes sense,if they arnt hostile you dont need to be stoppped on your travel.

Thats the suggestion but you should still be stopped to click the cancel.

Please just add this, I have already gone in enough time waster encounters (5 hermits in a row all in one block, 6 caravans just to move from Junk Town to NCR etc), It's just LAME!
