How about making pepper spray craftable?

I would like to use pepper spray for thieves, and it would lower their perception to 1. Maybe craftable from 5 radscorpion tails and an empty jet canister. Maybe level 2 or three doctor profession requirement. A simple non lethal solution that would have an effect of 5 game hours (15 real time minutes). I really do not want to create a suicide bomber alt. It's no fun. And I am trying to have fun in this game. And not create too much animosity between different play styles/approaches.
What do you all think?

Sounds good, but I dont undestrand how can 1 PE affect thieves ? What about forcing you to walk for the duration (5m ?) [your suggestions ?]

yeah.... make them unable to move for some seconds? but then thats pretty abusable... who the hell needs pepper spray?

if there will be a pepper spray so this will be a weapon/item that you cannot be allowed to use in guarded towns, unless a thief will be spotted - but then its better to shot him

I agree: It makes more sense to shoot him if it is regarded by guards as weapon. But if it does not do any damage, only change of stats for a short period, than it could be regarded as non weapon, and tolerated. If somebody wants to steal, he has to see more than one hex. Just to be able to spot his victim. And besides, it's not a problem that is completely disables stealing, it just makes it tougher to perform multiple stealing, because people generally can not be quick enough to react to the first stealing attempt, if in a dialog box, but second is very unlikely to just pass. So stealing would not be disabled, but greatly disabled as a chain event. Presently organization of game, being able to kill a thief, is pushing into depths or really mean violence, that does not contribute to game FUN aspect, but does put an unnecessary portion of violence and vindictiveness through forcing on/off response. Between lethal response and just verbal response, there should be a non lethal defensive response, which serves as a price raiser for unprovoked attacks.
Conclusion: By creating pepper spray option game would gain an additional level of gradation between non responsive (or just verbal responsive) action and lethal response. We who play, are people that do have these distinctions already in place. Every one already knows basics of how it would/should work.
PS: Besides, those things were legal in those states before the war, and should be far easier to obtain from pre-war stockpiles than emphasised lethal weaponry.
PPS: I would rather NOT create a suicide bomber alt to solve these disputes. But a guy with traps and science who would just make grenades for my hunting. On an emotionaly charged problem people will in fact find solutions in present frame, but they may be further and further from having fun. To me it's no fun that somebody just takes away from me a product of my real effort and real time, and I will find way to prevent and avenge this. I am proposing a civilized (that is elegant) solution to this.

If it will be tolerated by guards so everybody could spray you. No matter if you are a thief or you want just to barter. So this will be FUN for you? ;]

Maybe, but in the city, only those that are stealing have a need for perception higher than one. If it makes no perpetual harm or lowers hp than it would not produce a problem. And it is only temporarily. So it is much more fun than making a suicide bomber. I don't want to cross to the dark side. Not even in a game. It might be considered an attack if used on a guard, but otherwise it is not dangerous, and would be a problem only if there is a quest or profession acquiring that demands certain level of perception. And besides, if it would demand a serious effort to make, i.e. doctor lvl2 or lvl3 or cost 500cps, then no one would use it without a reason.

Effects: PE-9; AG-2; for 15 minutes

"Stealing chance depends on the Steal skill of the thief and the Perception of the robbed person."

This would backfire completely as you'd have thieves macing you and robbing you blind since lowered pe has no effect on the thief skill, just attempts to detect it.

Ok you got me here. If PE is essential for noticing robbery, than it would mean pepper spray would be their tool of choice. If that is correct, than there is no other way to deal with thieves. Now I'm going to make a suicide bomber.

lol pepper spray: A lucid, home-made concoction of Broc Flowers, Rotgut & Sour Fruits.

Temporarily blinds a player and does 5 hitpoints of damage. Increases their critical failure chance by 10% for 15minutes (or so, watever :P) Can be cured by a brahmin sack full of water however you lose 1 turn to clean the gunk out of your eyes.  Non lethal but illegal in guarded towns. 1 Use. Homemade. Requires Doctor & Outdoorsman. Maybe 1 level of a profession.

Use? Well piss people off ofcourse! Run up to an unsuspecting player in the wasteland as a HtH powerbuild, pepper spray him and knock him out! Unless your opponant has a minigun ofcourse... that 1 Pe and a minigun is still guna kick ur ass!

I think we shoud just add all sorts of random small gear into the wasteland, we are all getting bored of seeing and selling the same old items. Pepper Spray sounds fun tho to me. Its a great surprise weapon that gives you the advantage of the first hit (since the player is blinded) while his opponant recovers from the "shock of being blinded" (Should take 1 turn or so, just temporarily lower his sequence by a few percentages for a few seconds)  allowing the player to quickly and deceptively destroy his opponant or give him time to run away from him/her....

Pepper spraying is a crime however. Even if idolized. But it will be a great sneakers or cowards weapon,

Imagine getting pepper sprayed in the mines, you pull out your gun to shoot but your gun breaks... The pepper sprayer runs in to knock you out or blast you or run away! Har har, just like playing Swat4 Online Peppersprayers are everywhere... its not very effective but we have all died or lol! Been arrested everytime we get sprayed. Its a pain in the ass in swat 4 but thats why you wear a gas mask and shoot first!

Speaking of this we should also have gas masks to prevent ourselves from being sprayed, however it must be in our active slot and active in our hand to use, unlike rubber boots. Gas mask is unbreakable, cheap but pretty useless unless your trying to avoid being sprayed or gain a little radiation resistance.

Watchu think?! I like it! Lol but thats just me, the more crap we add into fallout the better... its just like modding fallout 3, you get 1 mod you need 1000 more!

and about gas mask: when we will have 3D I saw that there is third slot for head (helmets, hats etc)

lol that is rly wierd looking tho!  but a gas mask can go over helmets and shit maybe add the gas mask as an improvement / upgrade to helmets... Night Sight, Gas Mask, Targetting System, Magnifier to increase Perception.  Skull Face Mask to increase sequence (makes you scarier, so the player (your enemy) loses a 5% sequence roll)
