I simply meant that, for instance, for a critical-based ranged character build, even on early levels, in turn-based combat it would be more beneficial to do one aimed shot at longer distance and move away with the remaining APs, thus prolonging the actual moment of taking damage against non-ranged opponents. Since weapon range also impacts your effectiveness, if I recall correctly, using a weapon with greater range but lower damage might actually be a better option until Small Guns is raised properly.
Of course, I might be utterly mistaken in the above.
