+1 should be craftable without gunsmith dmg lower, like mauser but bigger range

i'd prefer the 10mm pistol damage, unless the caliber will be scaled down to 9mm, then i could go for a bit higher damage than the mauser...

requirements, one junk one wood?  requires small arms 40% sounds plenty fair to me.

gordulan:
well, if it's going to have shitty damage, one can throw in the accurate (+20% CtH) weapon perk if it is gonna be a noob weapon.

Roachor:
The best thing you can do with a pipe rifle is use science on it for the 20 xp
