i honestly assume it would be a dev doing this. im pretty sure any gm acting in this manner would lose their position due to player abuse, devs on the other hand dont have to worry about that. they can pretty much do whatever they want.

Anyway, my guess is that Navarro might be blocked due to one abuse i'd rather no tell here.
