There are some things which require caps. This requires you to get caps. This is part of the game.

well it wouldnt be such an issue if you guys werent making caps next to impossible to obtain for most players, every time someone drops 30k on a base or whatever they do it disappears and the economy stays broken.  if you cut the refreshing of caps out of the game and  made it so that all the money spent on bases and mercs got redistributed to the city their in there would be no need to have a system that refreshes merchants with a limited number or caps, instead they would just have a trickle down effect and the merchants would have caps and people would be happy. all in all it would improve the game.

Merchants already refresh a limited number of caps. This averages out to be about $45,000 per hour just from traders.

 As it is now we already have massess of caps on the server and it keeps steadily increasing. Theres no need for any more recycling of caps.

the only people its increasing for are the people that horde 2 million caps because they have everything they could ever need. when theres nothing left to buy they just horde the caps. what im saying is stop the refreshing and make it so the money in the wasteland circulates like it should. people only hoard stuff when its so scarce that you need too. its already been stated by other players they clear out all the merchants, vederas himself claims to make over 40k in an hour, maybe thats where all the caps go.

You need 9k caps to get a profession, you need about 10k caps each for a base. Unless everyone is a Charisma build and NEED! their mercs (which they aren't) then there is no great need for caps.

the people that hoard the 2 million caps are mostly pvp squads that get all their loot from pvp and sell it, while at the same time doing town control. after they buy their bunker what good are caps to them? oh and its much easier to sell stuff in northern towns when all you do is sit their with your full complement of town mercs and kill everyone that comes into town and then sell their stuff, hence increasing their supply even further.

Well, everyone has an equal chance of getting the caps. From the stats that show what Traders are buying/selling its mostly stuff from encounters thats being sold, or ammo thats crafted and then sold.

You actually have $45,000 caps generated by traders and another $22,500 used to buy things from traders (which are then avaialble for people to trade for in turn) - So its more like $67,500 thats available from traders.



The only thing that would stop hording (or at least curtail it a little) would be inflation ...

look the best way for me to put this is your punishing every casual player, while i know this game doesnt really mesh with the casual crowd its incredibly frustrating to spend an hour travelling the entire wasteland only to find nothing, not all of us can sit for hours and wait for a refresh, while these caps may be coming into the wasteland i would have to assume they only stay in that merchant for up to 10 mins till ONE person comes and cleans them out. 
I think most everyone except for you guys seems to think the system is incredibly flawed, this has been evidenced multiple times, all you have in front of you are stats and numbers, where as i have hours ive poured into this game only to find i was wasting my time in a pointless wild goose chase trying to find one merchant with caps that would buy my guns, maybe if you posted at what time these people regenerated for everyone to see it would be fair, unless its random im sure people have already figured it out and have been abusing it. if it was random maybe it wouldnt be so bad, but until then its an excercise in futility. remember games are supposed to be fun, im not saying make it easy but just make it fun.

and let me clarify solar, im not trying to troll you. i would genuinely like to understand your thinking on this matter as i do not understand it myself.

It happens randomly, any time from 3 to 6 hours after the last one. Its all a matter of (real life) luck

and they didn't find the coins, NCR minted them and backed them, The Hub backed the bottle cap as a currency until NCR made a minting press and started spewing out coins.
