Hell no! if xp transfer was introduced I would feel like on a Lineage Fast PvP Server - yuck! Understand that not everybody enjoys the high-end play,for example I really love leveling in this game, what is more such resolution could somehow break pvp- faster making of new chars with new speced builds.
If you screwed up your char and it sucks- make another one! If you don't feel like doing it, goodbye.

Only problem with making a new character: you need a new name.

I still say there needs to be a "~suicide" command that deletes your character utterly.
