Tagged? You mean his name didn't change red? That doesn't happen anymore. But I have no clue why the guards didn't react other than you being an outlaw for some reason. Now that I think back your experiences remind mine and I totally was an outlaw when I was shot by a thief and guards didn't react. Players cannot achieve idolized status yet so it can't be because of that.

No it's the gaurds, they are bugged a bit. I've seen people wear guns in the inner city, gaurds didnt mention anything. While they yelled at other people. Heck I've seen somoene who didn't do anything die under the gaurds noses by somoene else.

now Doctoriskha or w/e stole from me and the guards said something but I couldn't chase him down and he left the map laughing. I've never been targeted for theft so much, what the hell is going on with stealing?

if you would read bugs section you could see that you do not lose reputation for stealing now, so i think this is main problem why there are so many thieves :>

I didn't know if this was a bug, and I'm not stealing myself so i wouldn't of known about there being no rep loss
