Restrict insta kills to players that have the better critical perk

13% is the maximum possible and it's really not that often. That's roughly 1/10 aimed eye shots, you'd be lucky to get off 2 before getting bursted in pvp. 1% would make it useless.

a "insta kill" that almost never kills anyone is quite pointless or so i think.
but, on a serious note.
having a power for snipers really would be handy, and you could perhaps add a difference based on your AG stat, if you've tried to shoot a moving target in the eye you'd understand why that'd make sense, since we're not taiking about a bullet to the chest, but rather to the eyes, which are a very tiny part of the body, it does make sense.
also, it would make the minigunners suffer if they could be seen and shot at a greater range than their miniguns allow.
i don't know how powerful they are in FOnline, but in fallout 2 i couldnt hit anything at little over point blank range.

Ok. Then a serious question. Do you play PvP? Or just PvP on the forum? Minigun's range is 30. Sniper can see a minigunner at the distance of 56 hexes and shoot him in the eyes/head at the distance of 50 hexes. They don't need to "suffer" because they are already pretty much useless.
Whole suggestion is just terrible, it will just make EVERY aimed shooter take Better criticals (which is already a wise option and it's stupid not to take it), thus it will change nothing.

Aimed shots are hard to do in pvp, you rarely have the option to hit eyes and damage builds can burst you up to 5 times in a row. If you take away insta kills sm guns becomes useless again.
