I had similar problems with my netbook. The dll missing means you need to download direct x again. I had one netbook install fine and run it from torrent but the shittier pc can only run it if I'm using defaut ui.

how could it be that someone shoot me on sight at VC i lost all my caps there ... and my karma is neutral with them ? its really annoying because i was thinking that VC is guarded like all other towns , they did also shoot other people there ...

vc is highly bugged,  you can be killed in any part of town.

What level are you?

There's available private farm location in den if you have level 24 (guy near bos bunker gives you "quest"), with some friendlies you can clean it out or in higher levels and there you can find sniper rifles sometimes. 3.5h CD on location per player and random loot, I will be mainly visiting it for books now and oh yeah when you take the location it is really private so no evil pk's can kill you.

omg.. radio channel 0 become annoying, too much trash spam talk, all the time some gayzum gagazat, flame wars between countries... i think admins should ban spamers or something

You have to find a specific encounter, one with a well. After you find one "enter" the well and use it inside.
This is what you get

Find encouter with:

grave(digged)
hole(from bomb)
canal(in city locations)

Go inside and then use bug(transmiter)

I find encounter with well, go inside and use transmiter and nothing happened. Again "that does nothing".

Bug might be, well, bugged. I've had the same problem, tried with another transmitter and worked immediately.

Fyi, I like the farm locations because the cows respawn. The hole has a bomb shelter like hatch.
