Okay, maybe make Superstims a necessary component of craftable needler poison ammo? Call it PN Needler Cartridge. 1 SS + 1 Scorpion Tail = 10 Rounds.

Due to possible permanent addiction, im for excluding addictive chems from beiing usable on other players, conscipous or unconscious. Same might apply for companions too, if they can have Chem Reliant trait.

There are things like Beer, booze, weak healing powder, Antidote, Fruit, Gamma Gulp Beer which are not addictive, but could enhance the game a little bit.

But if it comes to worst, just beeing able to use weak healing powder or SS on unconscious slaves would be enough.
