Allow usage of addictive/harm causing drogs on unconscious targets.

If there was poison/drug ammo for needler I would just die.
I want psychoactive drug ammo that causes target to auto attack nearest player/npc

I think some kind of bonus (+% to hit or w/e) for needler from scientific/doctor skills might be not a bad idea.
Would make the weapon quite unique, on its own it's quite crappy now and it really has nothing that could
make anyone use it. Poison/drug ammo sounds like much more risky idea in terms how it could screw gameplay.
On topic, I don't think it could work for players because of chem reliant characters.
A chance to permanently screw someones character is too much IMO.

The idea of a needler using super stims as ammo sounds like a cool idea; for each each shot that hits besides the damage you'd have a small one-time tumble down to HP, between 12 and 18 pts say. Add this to a fast shot build and you'd have a nice assassin's weapon.

Super stims seem to need to be fastened to the body to work.
At least the graphic looks that way to me.
