Allow usage of addictive/harm causing drogs on unconscious targets.

Pretty sure it is poison or acid.

I my opinion, this would improve gameplay in several way :
- Make usefull and useless weapon.
- Implement a new kind of damage. (which could be countered with cheap antidote, made of radscorpion)
- Make effective in combat, an other kind of characters (doctor)
- Give a purpose to our big stash of antidotes.

That's BS honestly. Not even considering how annoying it is, it's not very well compatible with combat in fallout.
Like why would you be poisoned if combat/power/metal armor was not bypassed? It'd need some kind of new rules how poisons work.
Let them reiterate that first.
