I always defended the Ultima Online's PK System:
• Char pked 3 times, his name becomes red (so now, he is recognized as criminal) and he would be killed by everybody without any penalties for his killer.
Yeah, player still will create another char trololo123. But at least, he can't re-use that char with red name in guarded town.
Is a start... :P

Characters actually taking some consequences of their actions is kindergarten? To me it sounds like exact opposite.

I'd support that system.
Also I'd like to point out that in my experience people often donate once and only after they've experienced the game for a while. If you want donations, you'd actually want to keep those new people playing for a month or two.
And yes, I've also had problems getting my Fallout loving friends to try this game, after I told them about constant troller PKers in NCR. New player can't really afford to lose their armor every time they visit a town and having every chatting char standing there wearing blue kinda pulls of you off the zone.

Always the same old arguements.
Roleplaying wild west hobos with blue suit and shotguns is fine but the entire game doesn't need to be revovled around that. If you want to fight with low tier gear gimp your character for roleplay purposes there isn't anything limiting that. But there is 2 games and 2 types of players, there are those who enjoy doing quests who like to like to do pve and become super rich makes lots of caps, craft etc. Then there is the pvp community which doesn't really roleplay and more so like discussing power builds and testing out their pvp theories at hinkly and in a pvp fight. Also many pvp see leveling crafting and farming as an obstacle of what they really want to do, fight agiasnt other players with power builds.
Fix town control where there is rotating factions and the town and militia isn't taken in 1 minute or less when 2 factions have 500 influence then there can be more roleplay in towns with factions who like to guard towns for these purposes. It would be a more lively game if people didn't have to afk camp for a week to take a town from another faction, which is why the old TC system was better it allowed for factions to rotate and take the towns easily if they were lost. Sure the militia was annoying in pvp purposes but it allowed for factions who liked to make roleplay towns to keep them easily for a good day or so, and then if they lost it it was easily taken back. Now its just some stupid 1 influence point troll game if anybody competes for a town once they have max influence. That is the issue, its not an issue of the entire game should be roleplaying as hobos with a shotgun.
