I dont realy think that this would eliminate or at least minimize the suicide trolling. Creating of new alts is matter of minutes and using proxy means that suicide bombers would be still untouchable. This regulation would take devs time and outome would be zero.
Why not try different aproach? Focusing on suicide bombers rear could make more difficult to trol. My idea is simple. Every location (base, tent, car or caravan in desert) should be visible for everyone, if there is any explosive and chars with explosives in inventory or hands could not log out. Also crafting explosives in guarded cities would be impossible, because of workbench (why should NCR allows foreiginers to craft explosives that would kill their people?). So simply, every explosive troll would need to create its own arsenal in unguarded city => very high risk of sudden death (Unfair? :o ) and they could not simply store their explosives because of unwelcome visitors. But still, they would have chance to do it. They just need to craft their explosives at secure day or night hours, at distant and abandoned workbenches, and they will have to store them somewhere at public places, behind walls, inside unused bookcases, ... .

I would consider it a good thing. I think that MMORPG genre, in general, sucks.
The MMORPG features were perfected to cause obsessive compulsions, addictions and suck money from
people's wallets. They are full of mindless dumb tasks, hoarding and collecting more and more powerful
itanz. Character progression is done in as primitive way as possible. The less FOnline will resemble other
games from "MMORPG genre" the better IMHO :)

i also not consider it a regular mmorpg game, becouse here i can play for no more than 2h a day and still compeete with best players . This is ideal for an 'older' players that have many other important things to do ,while mmorpgs are exclusively for kids and no lifers

Kind of, but it works and it's popular.
Alot of people like repetitive tasks and hoarding... Real life is full of repetative tasks and hoarding.
I see the point you are making and somewhat agree but I fail to see how essentially lowering the skills (reducing to wild west hobo) of player char's would eliminate these.
Hoarding is what people do, with money, colletables, useless junk, old toys, anything really. It'll always be present in a game where you can store something.
