I dunno, I kinda like the fact that towns are hostile because it forces you to live off the land and use more strategy in encounters. Often it's better to scout out areas while carrying no valuables at all.

This is NOT the way NCR should be according to Fallout canon. Have you played Fallout before?

That's a start.

I think there are many ways of reducing the ridiculous and completely anti-canon situation of suicide-troll-klling in guarded cities (namely NCR), including of course Gob's suggestion of replacing burst weapons in guards. 

-First, after suicide-trolling in a city, a character should be made unable to repeat his act. He could be vilified automatically, or be level/skill/stat drained enough. This effectively forces him to create a new alt before trolling again.
-Second, the mechanics must be reworked in a manner that troll-killings in cities are only possible by very high level alts. Hit the trolls where it hurts - meaning hard work and subsequent boredom. Currently there are many ways low-level alts can kill beyond their own level.

Therefore First forces the troll to create a new alt and Second forces him to work really really hard before trolling again. The current reputation penalties for all that are weak.

Let me remind you, this only applies to guarded towns, allowing for fairplay PvP elsewhere. I won't settle for the "leave NCR" answer: this game can be better than that.

i would prefer taht suggestion that if u pick a weapon or have an wepaon in ur active slot u will be killed by sight , one waring and some time to put the weapon down if u dont do bang

What about the NCR guard in fallout2 who tries to suicide bomb the power plant maybe people want to roleplay that guy? That is part of the fallout2 story line, NCR is a place about establishing government but not everybody is happy who lives there that was part of the NCR story with the mini quest with the guard who tries to blow himself up.

I swear if town spraying gets changed and other worthless crap that doesn't seem important like fixing lag and crap control I well have no hope that anybody has common sense who makes this game.

Then you can't kill thieves if they fail.

Besides it takes less than few seconds to equip a gun and suicideburst someone.
