People PvP from the WM because the maps suck. It's a harsh way of putting it, but then again there's no reason to be sugar-coating this issue. The maps allow for too much "teleportation" using grids and the proximity to possible combat zones allows for some very effective shock tactics when being aggressive from the WM (stuff like spawning on the enemy with mercs comes to mind). The fact that maps are pretty effin' flat around the edges doesn't help at all. Do note that these problems aren't that severe on larger maps like Klamath and northern Gecko, but they suck really hard in, say, Den, BH, Modoc and especially Reno (not a TC town, but still a massive gridcamping/WM assault fest). Put more cover on the outskirts, give us more entry points (multilevel stuff like severs and basements would help too) and generally move combat zones towards the center of the maps to make maneuvering inside the only viable way of movement (vs maneuvering or, even worse, assaulting via grids) and everything's going to be way better.
Also, staying inside opens you up for scouting and harassment, but that's not something that can be helped without interfering with the mechanics too much.
