Many of you probably have a locker in their tent / base, which contains alot of Television Dinners, boxes of noodles, all kinds of useless crap. I'm here to suggest some USE for them, and also eliminating another boring problem.
NPCs like this are bad:
Why? Because they don't have any dialog at all. They're just your generic townfiller NPCs with no use.
That's what this suggestion is about to fix.
My suggestion is, that some kind of a dialog window for dull NPCs in all towns, guarded and unguarded would be introduced, a dialog where you could sell your useless crap for citizens, wastelanders and travellers all alike. Let's assume that there would be an NPC near the garage in NCR, who would buy your television dinners / boxes of noodles / flints with 20 pieces of 10mm AP. That would make it slightly worthwhile to visit that NPC.
Now let's add another NPC, in Redding for example. She would be interested in the same items as the previous guy, but would offer 28 12 gauge shells instead.
Third NPC in Den would be interested in the same items yet again, but would offer one piece of jet instead.
Fourth NPC in ******** would give you ** caps for your scavenged goods.See how it goes? This kind of a solution would bring life to many dull NPCs (but some of them kept intact, this isn't exactly Planescape: Torment, atleast not yet.), while giving reasons to player to actually search for them, and actually leave their caves one day.
Having multiple NPCs in different cities would make them a bit worthwile to visit, possibly for exploration, possibly for earning, possibly for just getting rid of your crap, which wouldn't have any other use.
Best results, combine this suggestion with

this, and cities would have some life!
