5.10.4.1.6.10.9 with One-Handed/Bruiser and:

MCrits@3, EMCrits@6, SharpS@9, BCrits@12,  RBtEyes@15, BRoFire@18, ABoy@21, ABoy@24

He only needs cola and ends with 262% Energy Weapons skill, 10 Action Points, fires 3 times per turn.

(You could swap Bruiser with Small Frame but you still won't get another shot per turn and you'll need Buffout)

Maybe a .223 pistol sniper (base damage 25-35) with...

Sneaker build with luck and more critt? With no ghost, silent death, silent running perks? Oh man.

First of all you dont need luck as with silent death you got the auto crit each time you shoot someone standing behind the target.
Silent running, ghost and silent death, and better critts are essentials perks for sneaker.
Sneaker buld with 265% of small guns skill :OOO
Of course I do understand that laser rifle/223 pistol have quite good range (35), but what when you will be in the small room or cave?

Only when you're in sneak. So your first shot crits and that's all if you don't have crit%...
