I wouldnt mind a scripted encounter like in the case of the guy in the Library in Boneyard.

Where if you dont kill the guy and his kid and lie to him (and he sees through it) then he sends his goons after you!

So sure it could be a similar thing where there is a dialogue option.

"Yes it was some kids everything is safe now"
"I suspected as much (he actually says this), I will put on some men there from now on. By the way... are my poor cattle okay now?"
"Er.... yes... all of them are perfectly fine..."
"You bastard! You killed them didnt you? You better run out of here cause you will pay for this!"

And also it should block you from doing his next quest!

Brilliant idea! Now go to the quest competition and make it happen cuz the devs wont ;)

You can kill the president and still re-enter the city...

You can kill an NPC and they appear again after some time...
