Right now some items like throwing knives, weak healing powder, sledgehammers and 9mm ammo don't require a workbench to craft.
Gunpowder, metal parts and alloys require either a campfire or workbench.
Healing powder, hatchets, BB guns, 10mm JHP ammo and a lot of other stuff do require a workbench.

To me that seems a bit incosistent and annoying for low level characters and loners.
Suggested change:
Tier 0: No workbench, might require a campfire
Tier 1 and 2: Workbench
Tier 3: Advanced workbench
