How can i make beer from barley? I was gathering some barley, and few wood too, but i cant use the still to make beer.

Still is in NR, west side. You have to put water and barley in it and then use science on it.
You can make up to 10 beers at a time. 1 beer = 1 barley + 1 waterbag

If I were to venture a guess, it's because stills are for rotgut, not beer. I don't know the exact difference, but I believe the equipment actually used to make real beer is different than a still. You need to take your ingredients to Renesco's in New Reno. They did warn us about this before the wipe: that certain items were to be crafted in unique, possibly dangerous locations.

I believe that everything which is actually a drug, and not a component for a weapon is like that. Observe the unguarded nature of the Tobacco farm, for instance.

(Although, some of the components for certain weapons or equipment are in dangerous locations. A lot of places that are not safe have fruit trees, and I don't mean just random encounters either. You also have your Advanced Crafting Weapons requiring either a good relation with a faction, or risking your neck in an unguarded location if you are independent.)

Yeah... If wire wouldn't called brewerege device a "still" i wouldn't post that...

I made 15 bottles today but there is some bramin shit sticked into it;

WATERSKINS DISAPPEAR from the still brewer after making beer. That needs to be fixed to give back empty ones as hides+fibers are worth much more than a beer.

Could you pull some strings Wire?

Even if the http://fo2238.fodev.net/wiki/Brewerage_Device was in some safer place, without getting Empty Water Bags back, it's almost pointless to brew your own beer.

Either player should get the bags back, or the formula should be changed, to say 3 Beers per water bag.
