A GM cannot implement a skin... (but if a dev could that'd be great, I know it is planned at least)

WHOA! I ceased playing a while ago but I see there is some seriously kick-ass project brewin'!

I'd love to take part in such thing. Only question I have is- are characters supposed to have some experience already (to make them more useful mechanic/doctor/scientist) or will everyone be supposed to create new characters solely for the purpose of this RP event (well, something more than event).
