A few small suggestions.

I was going to zing you (jk) and bring up Alliance of Valiant Arms. I have since found out that it also has micro-transactions. Looks like i was mistaken. Thank you for pointing that out! I should get back and edit my last post. ha ha ha.

Bethesda owns everything Fallout. Interplay is only allowed to make Fallout Online and to get money from selling Fallout 1 and 2 and Tactics.

Show me an example where this has happened before-- a mod that doesn't use the source engine and is not connected to any VALVe product. I don't know any, but maybe I am wrong.

They don't though. They don't own fallout 1 or 2. Since when is it illegal to mod a game?

That I can't do. I thought there were some, But I was wrong.
At this point, I am seeing that Steamworks is not a possibility. It would have been pretty cool though.

FOnline is not a mod though it look like one... It's an engine made from scratch using copyrighted files from F2 and copyrighted universe of fallout (owned by Bethesda I think).

It still doesn't matter as we would never get on steam due to VALVe money making system. As long as we don't add anything like 5$ for 50k caps about which 2$ go to VALVe we can't get FOnline on Steam. Even if we do add such a feature (micro transactions) we get sued by Bethesda and get our asses fucked.
