Banks don't really provide more safety (you can get jumped by some burster) nor convenience (usually
it's easier to access tent than bank) and the interest rate is negligible unless you are super rich.

Also when it comes to money I don't trust system I don't understand and I didn't study the bank code.
Maybe I'm old fashioned, but I like to store caps in the chest in my safe house.

Never had a problem with banks this season. And even if the interest rate is only usefull over a longer period(for normal player), it generated almost ⅓ of my caps. So, I can't see anything wrong with it.

I spent forever gathering caps to put in the bank, came back after a few months to millions of caps (at the time equipping my merc leader with mutants and weapons cost about 750k) and then right when I actually had enough to make replacing lost merc feasible for combat BAM banks go under and I lose everything. Never used a bank since.

The whole "there was too much money it was unbalanced" argument is retarded because of the ridiculously expensive cost of operating.

I've seen some at 0.15%, it fluctuates. Still not worth it since you'd have to risk moving around a million caps just to generate 1500 every one to three days.

i think banks do not work that way as before. So you are able to withdraw your money, at least i was able anytime.

These low hp dogs give you an outdoor bonus if I remember correctly. You can hire them at Boneyard(Salvager's area).
